Principal Engineering Technician (NY HELPS)

The Regional Design group is responsible for a wide variety of functions. Depending on the Design group where the Principal Engineering Technician (PET) is assigned to, the duties may include, but are not limited to the

following:

Highway Design: The PET assigned to a highway design team will work under the supervision of an Assistant Engineer or a Professional Engineer 1 and be responsible for:

• Performing engineering work of moderate difficulty related to the design of highway projects
• Preparing contract plans, specifications and estimates
• Performing field inspections/investigations and preparing documentation on findings
• Reviewing contract plans, specifications and estimates, prepared by others, for accuracy, completeness and conformance to Department standards.

Design Services: The PET assigned to the Design Services section will work under the supervision of the Regional Utility Engineer (RUE) and be responsible for:

• Searching and reviewing record plans.
• Contacting public agencies and utility owners.
• Making field visits to identify utility companies and facilities within project limits.
• Reviewing plan set submissions to ensure existing utilities/proposed utility work are accurately shown.
• Initiating and maintaining correspondence between the Department and public / private utility companies or owners.
• Assisting with coordination between the NYSDOT Main Office and the region.
• Assisting with the development and negotiation of utility relocation costs, agreements and schedules.
• Other duties as assigned to assist with utility coordination and ensure that required utility resolutions are completed prior to PS&E.
• As a Regional ProjectWise Administrator, the PET would be responsible for processing ProjectWise account requests, including creating new accounts, reactivating inactive consultant accounts, and assisting with account setup for new staff members.
• Assisting the ProjectWise Data Manager in a back-up capacity, as needed.
• Serving as the R11 CADD Coordinator

PETs are expected to use various computer applications in the performance of their duties including, but not limited to: Microsoft Word, Microsoft Excel, Microsoft PowerPoint, OpenRoads Designer and ProjectWise.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional: One year of permanent competitive or 55-b/55-c service as an Engineering Geologist, Engineering Materials Analyst, Environmental Engineering Technician 2, Senior Drafting Technician (all parenthetics), Senior Engineering Technician, or Senior Engineering Technician (Soils).

Open Competitive:

Either

• FOUR years of experience assisting in engineering or engineering technology, engineering management technology, architecture or architectural technology, environmental technology, landscape architecture/design, materials laboratory technology, drafting or surveying, AND graduation from high school or possession of a diploma issued by a recognized educational authority;

Or

• an associate's degree in mathematics, physical science, geology, engineering or engineering technology, engineering management technology, architecture or architectural technology, construction technology, landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics, electronics, or electronics technology AND TWO years of experience listed above in number 1;

Or

• a bachelor's degree in mathematics, physical science, geology, engineering or engineering technology, engineering management technology, architecture or architectural technology, construction technology, landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics, electronics, or electronics technology.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

If there are three or fewer qualified candidates interested in appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive service as a Senior Engineering Technician, SG-13.
