ERN# TO RESUME The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety.

The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody.

Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities.

The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The DOC seeks a Procurement Analyst to support the purchasing and inventory operations of the Nutritional Services Division (NSD). Under general supervision, with latitude for independent initiative and decision making, the candidate recruited will assist in the procurement and inventory of goods, services, and/or construction; will conduct inventory, will review purchasing requisitions, inventory management, procurement and contract documents; determine accuracy and adequacy of procurement documents; maintains inventory accuracy and reconciles discrepancy between physical stock, PAR level and system records. ; review bids and proposals submitted by vendors and providers to ensure conformity to agency, city, state and federal requirements. Other duties include, but are not limited to the following:

  • Conducts Inventory and analysis of trend and recommend effective inventory process as appropriate.
  • Generates Inventory reports in collaboration with procurement for replenishment.
  • Monitors, analyzes and optimizes stock levels to ensure products availability.
  • Coordinate and collaborate with all stakeholders in the procurement and inventory process.
  • Manage and coordinate vendor response due diligence reviews, for recommendation to award.
  • Review the procurement needs of the Agency Stakeholders and develop work plans to meet these needs.
  • Achieve procurement milestones for high-priority projects with vigorous time frames.
  • Have a good understanding of the City’s Procurement Police Board Rules, as well as experience in processing a wide variety of procurement utilizing various procurement methods (i.e., OGS, GSA, etc.).
  • Effectively utilize PASSPort System, FMS, OCP Direct Order and Storehouse Requisition submissions.
  • Provide technical advice and quality assurance to stakeholders to ensure small purchasing procedures are performed in a timely manner and submitted correctly.
  • Maintain goods and services inventory lists to ensure contract specifications are adhered to by vendor, as well as providing accurate accounting analysis.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
  • An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
  • A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
  • A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

Special Notes:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
