Job description

Under the direction of a Professional Engineer 2, successful candidate will supervise a section within the Traffic Engineering and Safety Group. The primary responsibilities of this position may include but are not limited to the following:

  • Assist the JTMC manager with the daily operation of the 24/7/365 Joint Traffic Management Center.
  • Coordinating the monitoring of the transportation system through collection of data from instrumentation, field staff, police reports, HELP patrols, DOT employees, and other reports.
  • Coordinate with NYCDOT, NYPD, emergency responders and other transportation partners during incidents and planned events.
  • Ensure compliance with JTMC Standard Operating Procedures (SOPs) and assist in developing and updating operational procedures.
  • Draft, review and negotiate consultant contracts; monitor contract performance and deliverables; collaborate with Contract Management Bureau to ensure consistency with organizational policies and procedures.
  • Oversee design, development, evaluation, and deployment of technology related to traffic engineering and Intelligent Transportation Systems (ITS).
  • Stay updated on industry standards, regulations and emerging technologies related to ITS. Develop and review technical specifications for ITS components and systems.
  • Review, evaluate, and respond to concerns raised by elected officials, or the public.
  • Oversee the development, review, and quality assurance of traffic simulation models using software such as VISSIM, Aimsun, Synchro, and HCS for capital projects, operational studies, and transportation systems management and operations (TSM&O) initiatives.
  • Review consultant-prepared traffic models to ensure compliance with NYSDOT, FHWA, and industry standards, and validate model assumptions, calibration, and forecasting methodologies.
  • Support the Departments Incident Command System, working closely with the Regional emergency management team and coordinating the regions incident management efforts.
  • Additional duties as assigned.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Open Competitive:

Either

  • A New York State Professional Engineer's license and current registration and a qualifying bachelor's degree or higher as listed below;

Or

  • A New York State Professional Engineer's license and current registration and one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. All interested promotional candidates must complete their online application here: New York State Career Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:

Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

  • Continued employment as a Professional Engineer 1 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title.
