Job description

Under general direction of the Professional Engineer 2 Civil/Transportation in charge of New York Division Highway Maintenance, develops and administers maintenance programs for New York Division Highway Maintenance; performs inspections; reports on engineering direction for repairs; performs analysis and planning activities related to these functions; review and recommends necessary changes to plans, specifications, estimates and schedules prepared by design engineers; serves as a liaison engineer between the Thruway and various agencies and political subdivisions; coordinates activities with Division and Headquarters personnel and other Thruway Maintenance units; and performs miscellaneous professional engineering tasks on the divisions level. Other duties include, but are not limited to:

  • Conducts periodic inspections in the New York Division; confers with the Division Highway Engineer to develop maintenance activities; prepares reports to document the results of inspections
  • Sets maintenance priorities and prepares annual budget request
  • Conducts and reports on engineering investigations regarding difficult repair problems, component failures and damage; designs and provides engineering inspection of repairs
  • Performs and reports engineering inspection for and recommends scope of contract rehabilitation projects; assists in pre-design engineering investigation; reviews and recommends necessary changes to plans, specification, estimates and schedules prepared by Authority engineers or Consultant Engineers; participate in final inspection and acceptance of contract work
  • Assists subordinates in planning, organizing and coordinating the activities of their respective units
  • Monitors and insures the technical proficiency of supervisor in all aspects of Division Maintenance repair
  • Reviews and evaluates work progress and expenditures to determine unit cost; uses data to develop standard costs for planning and budgeting purposes
  • Plans, designs and coordinates logistics for maintenance projects, allocates manpower, equipment and material resources, monitors progress, productivity and costs, quality control of methods and results; determines and designs traffic control measures necessary to maintain traffic flow and provide for employee and patron safety in work zones
  • Recommends staffing requirements and initiates recruitment action
  • Implements personnel policies and labor contracts as they affect staffing and productivity, obtaining clarification and recommending change when necessary
  • Evaluates performance of subordinates and submits ratings and recommendations to the Division Director
  • Initiates and participates in training programs for maintenance personnel
  • Provides assistance to the Bureau of Construction and Design in the collection of data
  • Studies detail designs and prepares comments regarding project plans for future engineering projects
  • Represents the Thruway with various public agencies; serves as liaison engineer with other political subdivisions.
  • Serves on the Division staff, performs miscellaneous professional engineering on the division level

Minimum Qualifications

1.

Transfer Qualifications for Current State Employees:

Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 70.1 * of the Civil Service Law.

*All transfer candidates are required to have a NYS Professional Engineer's license with current registration.

Ny Helps Minimum Qualifications:

A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non­competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
