Job summary

The New York State Education Department’s (NYSED) Office of Special Education and ACCES (OSEA) is seeking a candidate for a Program Aide position in the Transition and Youth Services Unit, based in the Manhattan VR District Office. The incumbent will assist with operational tasks assigned within the Transition and Youth Services Unit and will report directly to the Senior Vocational Rehabilitation Counselor for Transition and Youth Services assigned to that VR District Office. The TAYS unit provides services to eligible and potentially eligible youth and are subject matter experts on transition for both the local District Office and the schools in their catchment area.

The candidate selected will be responsible for the duties of this position which include, but are not limited to, the following:

  • Receive and review for completeness potentially eligible applications. Respond to referral source regarding any needed information to accept the application. Accept applications if complete.
  • Generate authorizations for Pre-ETS services for all potentially eligible customers, and regular VR customers, on the caseload of the TAYS SVRC.
  • Monitor customer cases to ensure that authorizations that will not be acted on are cancelled and cases are closed as needed.
  • Assemble reports at the direction of the TAYS SVRC for them to disseminate counseling staff regarding individuals who might be eligible for MSG’s.
  • Assemble packets of information to be given out at presentations at schools and other tabling events.
  • Table and present in lieu of TAYS SVRC and VRC’s.
  • Maintain contact with PE and VR customers at the direction of the TAYS SVRC to keep customers engaged in services. Assist PE customers as needed in transitioning to full VR services when appropriate to include: assembling required documentation and completing application.
  • Prepare written reports as requested by Central Office Staff.
  • Other tasks as assigned and delegated by supervisors.

Ny Helps

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

  • Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

Competitive Minimum Qualifications:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Program Aide.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SALARY GRADE 11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
