Job description

Summary

Serves as a Program Analyst supporting IHSC's Special Operations Unit. Manages administrative, HR, property, travel, training, budget, and mission-support functions for medical air, ground, and maritime operations. Coordinates readiness requirements, tracks equipment and expenditures, analyzes data, and supports program planning, reporting, and operational continuity. This position is only open to USPHS officers and Call to Active Duty (CAD) candidates.

Duties

Interpretation and translation of policies, regulations, laws and practices within the scope of the employees' duties. Serves as a program analyst with administrative duties that include developing, delivering, managing, and maintaining the following programs within ISOU: Human resources: Assists with onboarding new personnel into unit processes and systems. Assures all staff including new hires have all required operational administrative request completed for government passport, government credit cards, ICE FERO ID, credentials, and local office/facility access. Assists with coordination and communication with local facility and ICE field offices for ISOU office space and allocation; assist with ensuring that all officers have physical office space, equipment, and supplies to perform duties. Coordinates, reviews, and certifies Special Pays (Flight Pay, Sea Pay, Hazardous/Hostile Duty Pay) for) DHS PHS officers and assists the program managers with the assignment of officers for scheduled ICE AIR and USCG missions. Submits required documentation to IPU to obtain flight orders for new hires. Verifies for accuracy and submits flight certificates monthly to IPU. Maintains all offices forms and unit documentation via electronic formats for records and historical keeping. Participates in the evaluation of administrative programs, systems and methods and helps identify ways to improve the efficiency and effectiveness of these services within the unit. As sole administrative staff for ISOU, advise management on assigned administrative matters. Serves as administrative back up for the Unit Chief and Section Chiefs when not available on matters of purchases, travel and travel cost, schedule, and coordination with ERO/IAO for mission assignments. Communicates with HITU and other ICE website stake holders for SharePoint collaboration. Property: Assures all officers are up to date on government phones and computers, printer/fax/copy, to maintain seamless communications with all team members while CONUS and OCONUS. Works closely with the Medical Supply officer and assists in overseeing the procurement, inventory, and distribution of mission-critical medical and operational supplies. Ensures that all government issued property and equipment to ISOU is tracked. Serves as an Express Mail Account holder. Ensures that all shipments and orders for ISOU are tracked and accounted for. Ensures that all ISOU mail and packages are distributed to assigned members and adhere to assigned shipping rules and regulations. Coordinates with ISOU Medical Equipment Program Manager (PM) after research for cost effective purchases on all medical equipment. Travel: Coordinates transportation, lodging, and other necessary logistics for TDY/deployed ISOU personnel. Coordinate passport and visa applications for all ISOU and SOR to ensure 100% preparedness for mission assignments. Along with the Unit Chief and Section Chiefs, represents ISOU in dealings with vendors and organizations within the agency that have primary responsibility for services such as the Passport Program, issuance and/or renewal of official passports. Serves as the primary CONCUR Travel Coordinator for ISOU; reviews and approves 100% of all ISOU travel and logistics to assure timely attendance and participation of ICE ERO medically supported missions. Training: Works in collaboration with the ISOU Training Section Chief and Training Program Manager to assist to assure all assigned TDY trainings for ISOU staff are appropriately scheduled and funding available for attendance. Supports ISOU training officer in coordination of ISOU/SOR training, ensuring compliance with required readiness standards. Maintains current on mission support systems, DHS/ICE/ERO regulations, and IHSC operational procedures. Assists Unit Chief and Section Chiefs in evaluating program goals and objectives, priorities, and activities in ISOU operations, program progress, and changing health needs and demands Analyzes unit expenditures related to mission and assists in formulating any budget request with data analysis. Assists in budget request and fiscal responsibility of expenditures. Analyses and compares cost effective purchases. Assists with policy development, data analysis, and program reporting. Maintains accurate records related to medical air operations, Alien Migrant Interdiction Operations missions, deployments, TDY, training certifications, and mission readiness. Works with Medical Air Operations PM, Ground Operations PM, and AMIO PM to maintain unit stats. Provide subject matter expertise in mission support processes during planning meetings and working groups. Remains flexible and able to adapt to sudden changes in schedules and work requirements which may mean cancellation of leave if it interferes with unexpected missions or training. Occasional travel may be required. Other duties as assigned

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Qualifying degree from the U.S. Public Health Service officer's category and three years professional experience relevant to the Officer's category. Incumbents must possess at least three years of experience related to management, administration or evaluation of programs. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. The agency may require the incumbent performs clinical activities with the scope of clinical license in times of critical needs within the agency. If in a clinical discipline and as directed and approved by his/her supervisors, the incumbent may perform clinical duties of their profession in federal health care facilities. Such directions are documented via a memorandum of assignment and are filed in the eOPF. Maintains BLS for Healthcare Providers certification through the American Heart Association. Knowledge of DHS/ICE operational structure and mission support processes. Ability to exercise a high degree of independence, initiative, judgment, and follow-through on a broad range of sensitive, complex administrative tasks. This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Special Operations Unit (ISOU), and Office of the Deputy Assistant Director (DAD) of Health Systems Support (HSS). The incumbent serves as a Program Analyst with the primary duties involving developing, coordinating, and maintaining a wide variety of administrative services and directly assisting the Unit Chief, Section Chiefs, and ISOU program managers in carrying out their managerial and operational functions. The incumbent is the primary support element that enables ISOU staff to focus on mission execution and works with a multi-disciplinary team to achieve the programmatic goals for the Division. ISOU provides specialized medical support during air, land and sea transport to include consultation, planning, education/training, management, policy formulation, program coordination, direction, direct patient care and liaison for all health matters pertaining to undocumented noncitizens in the custody of ICE. The incumbent will work alongside ICE officers, interact with civilian, state and federal government organizations, contract staff, U.S. and foreign dignitaries, and domestic and foreign law enforcement agencies including the Department of Defense (DOD). The incumbent's duties will include administrative support to ICE Air Operations (IAO) components involving international operations in the effort to repatriate illegal aliens requiring continuity of care and medical or mental health assistance during the removal process. This may also include support of the Alien Migrant Interdiction Operations (AMIO) component where officers provide medical assistance to the United States Coast Guard (USCG) aboard cutters and treating persons rescued or interdicted at sea. IHSC has a multi-sector, multidisciplinary workforce of more than 1,400 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 19 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. DHS SUPERVISORY CONTROLS: DHS ICE ERO HHS SUPERVISORY CONTROLS: DHHS USPHS CC SUPERVISORY CONTROLS: The Program Analyst of the IHSC Special Operations Unit works under the general supervision of the Unit Chief of the IHSC Special Operations Unit. The incumbent plans and organizes his/her own work, determines the sequence of assignments, selects and develops methods, and seeks assistance from experts only rarely. Assignments are usually long-term, recurring, or broadly defined. Work is reviewed for feasibility, compatibility with other work, and effectiveness in meeting requirements or expected results.
