Job description

The Office for People with Developmental Disabilities (OPWDD) is seeking a Program Operations Specialist 1 (POS 1) to coordinate, train staff, assist end users and on- going maintenance of the Electronic Health Record (EHR) system. The EHR has dramatically changed the way health records are managed by the agency, as the system automates and standardizes health and care coordination information in OPWDD’s state-operated residential, clinic, and day service systems. The EHR system enables OPWDD staff to enter health and care coordination data into a centralized system and provide enhanced statewide accessibility and increased service collaboration among various care providers serving individuals with intellectual/developmental disabilities in a variety of care settings.

The POS 1 is the first point of contact with regards to training and end user solution assistance when they have questions or issues with the solution. They ensure staff are trained and knowledgeable in plans of care for individuals and correct medication administration.

Without them end users would be at a loss and this could cause harm to the Individual they are caring for especially with regards to Medication Administration, vitals, contacts, clinical assessments, etc.

Additionally, the EHR provides a standardized platform to track and evaluate system services, thereby enhancing the agency’s ability to analyze data for continuous quality improvement; supplement documentation to justify services rendered and support billing operations; and scale “best practices” in service delivery across State-Operated Regions. The POS 1 assists leadership with review of reports, Quality Improvement and mission centric decisions.

Minimum Qualifications

Open Competitive :

Program Operations Specialist Trainee 1, NS (equivalent to SG-14):

A bachelor’s degree in a human services field.

Program Operations Specialist Trainee 2, NS (equivalent to SG-16):

A bachelor’s degree in a human services field and one year of experience in a federal or state certified human service program, which must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.

Program Operations Specialist 1, SG-18:

A bachelor’s degree in a human services field and two years of experience in a federal or state certified human service program. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.

Competitive:

Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title.

Substitution:

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Transfer:

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
