Job description

This position will serve as a Program Operations Specialist 1 (POS1) for the Division of the Service Access, Program Implementation and Stakeholder Support-Regional Field Office 1 for the Self-Direction Unit. The Region 1 Self-Direction team supports over 9,000 individuals who Self-Direct their services and supports across 17 counties and two districts (Western New York and Finger Lakes). The POS1 will interface with other SPS Region 1 Units including Front Door, Waiver, Eligibility and Housing.

Specific duties include but are not limited to:

  • Function as the RFO Point of Contact for active Self-Direction participants, with primary responsibility for an assigned caseload.
  • For new Self-Direction authorizations, assist Care Managers with linkage to available Brokers and Fiscal Intermediaries.
  • Complete fiscal and programmatic quality reviews of Self-Direction Budgets according to statewide policy and procedures, including issuing approvals and/or denials when warranted.
  • Maintain case notes reflecting changes made from previously approved budget submissions.
  • Actively monitor CSS Approval SharePoint site for budgets submitted to Rate Setting for fiscal approval. Complete necessary follow-up if required or begin to process budget approval.
  • Assist the unit with facilitating live Self-Direction 101 sessions on a monthly basis.
  • Assist the unit with scheduling and facilitating initial and on-going Broker training as needed.
  • Track data associated with budgets received, approved and rejected/denied for all budget categories including Start-Up Budgets, (SUB), Initial Budgets, Cost Neutral Budget Amendments (CNBA), Full Budget Amendments (FBA), as well as terminations.
  • Communicate and provide technical assistance with key stakeholders daily including Individuals who Self-Direct, and/or their family, voluntary providers, Fiscal Intermediaries, Brokers and Care Managers. In addition, on-going communication with co-workers, unit supervisors, as well as RFO Leadership.
  • Schedule meetings if warranted with Fiscal Intermediaries and/or Brokers to discuss specific Self-Direction cases. In addition, the incumbent will attend various Regional Field Office meetings and Unit meetings.
  • Occasionally travel may be required
  • Other duties as assigned to support Regional Field Office operations

Minimum Qualifications

Open Competitive:

Program Operations Specialist Trainee 1, NS (equivalent to SG-14):

A bachelor’s degree in a human services field.

Program Operations Specialist Trainee 2, NS (equivalent to SG-16):

A bachelor’s degree in a human services field and one year of experience in a federal or state certified human service program, which must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.

Program Operations Specialist 1, SG-18:

A bachelor’s degree in a human services field and two years of experience in a federal or state certified human service program. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.

Competitive:

Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title.

Substitution:

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Transfer:

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
