Reporting to a Program Manager, the Program Outreach Specialist 1 performs entry level professional tasks in support of the Office of Faith & Non-Profit Development Services program goals and objectives, including development, implementation, and evaluation of programmatic outreach, education, and assistance services for targeted stakeholders.
Approximately 15% of this position’s responsibilities will involve coordination and liaison activities related to halal food registration and constituent engagement in collaboration with the New York State Department of Agriculture and Markets.
The Program Outreach Specialist 1 duties in the Office of Faith & Non-Profit Development Services will include but are not limited to the following:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The minimum qualifications for Non-Competitive appointment are:
Six years of professional experience in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services.

Qualifying professional experience includes, but is not limited to professional experience in corporate, not for profit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services. Duties must have included creating, scheduling, organizing, and promoting outreach activities*, including conferences, workshops, training sessions and other public events, to promote agency programs to target populations.
*An outreach activity is any activity which promotes and educates or informs the public about existing or new programs and services to populations who might not otherwise have access to those programs and services of an agency or organization.
Examples of Non-Qualifying Experience: Experience primarily in or restricted to administrative assistance, art/graphic design or copywriting, recruitment and placement services, provision of program information and other direct contact with clients or potential clients of program services and direct customer sales.
55 B/C APPOINTMENT: This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.
CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
One year of permanent, contingent permanent, or 55-B/C service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.
