The incumbent will assist higher-level staff in the unit, including data collection, producing, reviewing and data analysis of owner submissions for the annual ETPA on-line survey for the counties of Nassau, Orange Rockland, Ulster, and Westchester. Provide support to owners for the annual ETPA on-line survey, using all means of communication (i.e. electronic/online, telephone or in-person); assist with the production of Explanatory Statements and Income and Expense tables to the ETPA Guidelines Boards; assist with the data collection and production of Operational Bulletins, NYC Maximum Base Rent (MBR) Program Standard Adjustment Factor (SAF) application; perform work in support of the annual ETPA Billing Program for all municipalities in the current 5 ETPA counties, and any future ETPA counties; includes producing reports, quarterly spreadsheet reports for the unit, as well as quarterly reports to the NYS Comptroller’s office; responds to requests for unit count adjustments from the municipalities treasurers’ offices on behalf of the unit’s Assistant Commissioner, and other higher-level staff; communicates with numerous treasurers’ offices staff, via e-mail and telephone, or in-person.
The candidate must be able to provide advice and actively participate in all phases of data collection, data analysis studies, and production mentioned above. Additionally, the candidate must be able to communicate and represent HCR with the public via all means of communications (i.e. electronic, telephone, in-person).
Additional work involves preparing tables, graphs, and written reports in conjunction with higher-level staff; update spreadsheets on an annual basis for the unit’s ETPA guidelines activities; assists in production of annual and periodic updates of agency operational bulletins; performs descriptive and multivariate analyses of data, utilizing computer software.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Either 1: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
*For the purposes of this examination qualifying mathematics courses will include actuarial science, finance, and mathematics.
1(SG14/16/18 $56,506- $66,951):
A bachelor’s degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics.
Must be reachable on the New York State Civil Service eligible list.
