The Project Assistant will be responsible for the planning and coordination of system analysis, technical design, and development, of H.R. 1 initiatives. This is a key position in support of the planning for an iterative expansion of system capabilities to support H.R. 1 initiatives with simultaneous system design, development and implementation (DDI) timelines across multiple environments. The incumbent will provide direction and oversight to the state’s team as well as coordinate and oversee all activities system integrator’s development staff for the successful implementation of the H.R. 1 initiatives.
Responsibilities include working closely with business stakeholders to ensure alignment with strategic planning, risk and issue management, service level monitoring and reporting, consulting regularly with contractor staff, budget planning, and ongoing support. Excellent management and leadership skills, broad and deep understanding of large-scale system operations and support, proficiency with industry standard IT governance processes and frameworks.
Specific duties include, but are not limited to:
Oversight and direction of the development of project work plans and revising as appropriate to meet changing needs and requirements.
Develop and maintain detailed plans for major areas of responsibility.
Oversight of resource allocation and schedule for project/program implementation.
Work closely with agency executives and senior management to report regularly on the various aspects of the HR1 initiatives.
Present information on projects to stakeholders, peers, teams and upper management.
Measure and evaluate the system effectiveness and compliance through service level reporting, quality assurance measures, health checks, and customer satisfaction surveys.
Ensure H.R, 1 reporting is meeting all state and federal regulatory needs.
Monitor the day-to-day performance of the NYSOH technical systems in accordance with the contract and the service level agreements (SLA).
Organize and oversee risk and issue management processes and activities.
Direct the development of performance metrics that measure system integrators activities and performance.
Conduct and participate in meetings with NYSOH state, contractor, and stakeholder staff.
Oversee, review, and validate all technical documentation.
Supervise, train, and mentor state and contractor staff.
Perform the full range of supervisory duties.
Bachelor’s degree and six years of experience in information technology project management, healthcare systems operations, systems integration, or large-scale health insurance exchange/Medicaid systems administration, including oversight of system design, development, implementation, compliance monitoring, vendor management, and enterprise technical operations; three of these years must have been at the supervisory level; or one year of experience at the managerial level.
Substitutions: Bachelor’s degree may be substituted by four years of specialized experience or an associate’s degree and two years of specialized service. A master's degree may substitute for one year of specialized experience.
Preferred Qualifications: Demonstrated experience managing health care information systems. Experience supporting health care programs, operations, or regulatory requirements. Experience with Medicaid or health insurance systems is preferred.
