Job description

Hours: Full-Time - 35 Hours Work Location: 30-30 Thomson Avenue, LIC, NY 11101 All interested candidates who apply meet the minimum qualification requirements cited below are encouraged to apply. Please indicate in your Cover Letter if you are permanent in the civil service title of Assistant Civil Engineer or if you are on the open-competitive list (exam #5015) or filed for and passed open-competitive exam #7006. Every major infrastructure upgrade in New York City begins beneath the surface. The NYC Department of Design and Construction (DDC) is seeking a motivated Project Engineer to join our Utility Coordination Team.

In this role, you will be at the vital intersection of City engineering and private utilities—helping resolve complex gas conflicts so New York’s essential water and sewer capital projects move from blueprint to construction without delay. Working under structured guidance, you will gain hands-on technical and project management experience bridging field operations, interagency coordination, and contract administration.

What You Will Do Technical Coordination & Interference Mitigation

  • Collaborate in water and sewer design alignment meetings, actively identifying gas utility interferences and evaluating engineering solutions to prevent field conflicts.
  • Review Gas Cost-Sharing Scopes of Work (EP-7) submitted by utility companies, validating proposed items, materials, and quantities against project design specifications.
  • Conduct targeted field inspections to evaluate preliminary gas utility work and verify site conditions firsthand.

Procurement, Scope & Budget Management

  • Partner directly with private utility providers to prepare comprehensive Section U and Joint Bid packages, complete with independent scope cost estimates.
  • Audit utility billing invoices against eligible cost-sharing agreements, ensuring fiscal accuracy and drafting formal payment recommendations to the NYC Department of Environmental Protection (DEP).

Project Administration & Tracking

  • Document key engineering decisions, risk items, and action points by preparing concise meeting minutes and technical summaries.
  • Maintain internal databases to track project milestones, deliverables, and utility approvals.
  • Generate progress charts, status tables, and executive correspondence to keep project teams and agency leadership aligned.

Educational credentials must be from a U.S. Department of Education-recognized accredited institution. Credentials from foreign institutions require independent equivalency verification from an approved evaluation service. A list of providers (fees apply) is available at: https://www.nyc.gov/assets/dcas/downloads/pdf/employment/nyc-dcas-foreign-education-evaluation-guide.pdf.

All applicants, including City Employees: Please go to NYC Government Jobs Explore Careers City of New York, go to Search for Open Jobs, and type in the Job ID # listed above. Submit job application as prompted. Do not apply via Employee Self-Service (ESS), e-mail, mail, or fax your resume to DDC directly.

Minimum Qualifications

  • A baccalaureate degree in civil engineering from an accredited college or university and one year of fulltime satisfactory experience in civil engineering work; or
  • A baccalaureate degree from an accredited college or university in civil engineering technology and three years of full-time satisfactory experience in civil engineering work; or
  • A baccalaureate degree from an accredited college or university and a master’s degree in civil engineering from an accredited college or university.

Preferred Skills

Please note the Preferred Skills & Qualifications

  • Technical Knowledge: Working knowledge of New York City infrastructure design, subsurface utility engineering, NYCDEP water and sewer standard specifications, and City Procurement Policy Board (PPB) rules.
  • Software & Tools: Proficiency in AutoCAD, Microsoft 365 (Word, Excel, PowerPoint), and familiarity with Primavera P6 or Microsoft Project scheduling tools.
  • Cost Estimation & Scope Review: Familiarity with capital infrastructure estimating, joint-bidding procedures, or utility interference agreements (such as EP-7 and Section U).
  • Certifications: Possession of an Engineer-in-Training (EIT) certification or Envision Sustainability Professional (ENV SP) credential is an asset.
  • Communication & Coordination: Strong interpersonal, technical writing, and organizational skills, with a demonstrated ability to resolve conflicting priorities across multiple external stakeholders.
