Job description

The New York City Comptroller’s Office works to promote the financial health, integrity, and effectiveness of New York City government, in order to strengthen trust, secure a thriving future for all New Yorkers, and build a more just, equitable, and resilient city. Led by an independently elected citywide official, the comptroller’s office provides checks and balances needed to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, living up to its obligations and promises, and paying attention to the long-term challenges we face together.

The Bureau of Public Finance manages all aspects of City-related borrowing for the Comptroller’s Office with the mission to arrange for timely, cost-effective financing of the City’s capital program and, when appropriate, the refinancing of outstanding debt for savings. The Bureau promotes the City’s short-term and long-term financial health by establishing and enforcing fiscally responsible debt practices, monitoring the portfolio of outstanding bonds, and securing the lowest risk-appropriate borrowing cost on debt of the City and its affiliated entities. Working with the Mayor’s Office of Management and Budget (OMB), and other external partners, the Public Finance Bureau determines and approves the timing, structures, terms, and conditions for City General Obligation (GO) bonds, as well as debt of the New York City Transitional Finance Authority (TFA) and New York City Municipal Water Finance Authority (NYW). The Bureau of Public Finance also reviews and approves debt issued by TSASC, Inc., Hudson Yards Infrastructure Corporation, the New York City Housing Development Corporation, Battery Park City Authority, the New York City Health and Hospitals Corporation, the New York City Educational Construction Fund, and the Trust for Cultural Resources of the City of New York.

The Public Finance Attorney within the Bureau of Public Finance will coordinate legal review and compliance for debt issuance, management, and approvals undertaken by the Office of Comptroller. Though reporting to the Deputy Comptroller for Public Finance, this position will be coordinating legal activities & review with OMB, the City Law Department, outside counsel, as well as the investment banks and municipal advisors who assist with the issuance and management of debt. Additionally, this position will coordinate legal review and compliance with internal parties within Office of General Counsel and the Bureaus of Asset Management, Accountancy, and Contract Administration.

Responsibilities include but are not limited to the following:

  • Lead Legal Review of Transactions for NYC Issuers (GO, TFA, HYIC, TSASC, etc.)
  • Variable Rate Debt & Derivatives: Manages all legal and contractual aspects of the City’s variable rate bond and derivatives program
  • Provide Legal Expertise & Review for oversight of Related Issuers (HYIC, TSASC, BPCA, HDC, etc.)
  • Legal Review of Public Finance Activities and Comptroller's Office Publications (Charter Mandated or Otherwise)
  • Board Meeting Attendance/Participation/Governance
  • Perform other related duties as may be required

Minimum Qualifications

  • Admission to the New York State Bar; and either "2" or "3" below.
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In addition to meeting the minimum Qualification Requirements: To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred Skills

  • Facile with legal concepts & documentation pertinent to public finance, including bond indentures/resolutions, tax/arbitrage certificates, disclosure documents, leases, contracts, etc.
  • Exceptional research, writing, and oral communication, including the ability to analyze, communicate, and explain complex legal issues to various audiences.
  • Excellent organization skills and coordination involving engagement with internal and external stakeholders
  • Commitment to public service & strong work ethic.
