Duties Description:
The PASSR Coordinator will work within the Bureau of Nursing and Health Services and report to the PASRR Supervisor. In their role, the PASSR Coordinator will support the work within the bureau and respond to the direction of Statewide Services' administrators. The PASRR process is intended to prevent the inappropriate admission of persons with developmental disabilities into nursing homes. The PASRR Coordinator must seek to minimize reliance on skilled nursing facilities for people with developmental disabilities by being informed of alternative community-based options, effectively monitoring the skilled nursing facility population, and addressing requests for alternative placements in a timely manner. If nursing facility placement is determined appropriate, a PASRR coordinator will determine if there are other services indicated for support of the person receiving services and if so,
can they be provided by the nursing facility or do specialized services have to be procured by other means. It is essential that PASRR staff have clinical knowledge, aptitudes and understanding of developmental disabilities, and strong advocacy skills so that they complete PASRR Level II assessments accurately. Accurate assessment, monitoring and advocacy will assure people receiving services are able to return to their best level of functioning and have the supports they need for successful community reintegration. Applicants must possess a license and current registration as a registered professional nurse in New York State; and two years of post-licensure clinical nursing experience. One year of this experience must have been providing direct services to individuals diagnosed with mental illness, developmental disabilities, addiction, or substance use disorders in a community setting.
Substitution:
A bachelor's degree in nursing may substitute for one year of general post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of general post-licensure clinical nursing experience.
Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
