Job description

The Registered Nurse Supervisor 1 will provide administrative and clinical supervision to lower-level Registered Nurses, Licensed Practical Nurses, and Certified Nursing Assistants staff.

The RN Supervisor 1 will oversee and coordinate nursing services for resident units and the facility.

They will direct and review the work of nursing staff, which will include completing performance evaluations and initiating appropriate counseling and disciplinary actions.

The incumbent will develop assignments and daily staffing plans for nursing care. They will prepare and monitor staffing schedules and ensure adequate nursing coverage. The Registered Nurse Supervisor 1 will identify staff development needs, which may include developing, presenting, and arranging for training on clinical nursing related topics. They will evaluate the effectiveness of in-service education and guidance programs and ensure that staff have met requirements for first aid, cardiopulmonary resuscitation (CPR), and other agency-specific required training.

The RN Supervisor 1 may interview nursing candidates and participate in orientation programs for new staff and/or other recruitment and hiring processes. They will supervise admission and discharge planning activities and serve as a liaison to community providers, families, hospitals, and other health care facilities.

The incumbent will make rounds and ensure the maintenance of a safe, sanitary, and therapeutic environment and that residents’ safety, well-being, and care needs are met in accordance with State, Federal, and accreditation agency requirements.

They will inform staff of and ensure the implementation of policies, procedures, and trends in nursing practice. They will monitor and review nursing documentation, such as progress notes and medication charts, to ensure accuracy and quality. Along with following up with nursing staff when needed to resolve discrepancies.

The incumbent will assess the quality of nursing care and assist in the development and implementation of quality control programs for nursing care.

The RN Supervisor 1 will oversee narcotics tracking and management and ensures medical inventories are properly maintained and stored, all while ensuring compliance with State and federal laws, rules, and regulations, including facility policies on restraints, seclusion, levels of intensive supervision, abuse, and incident reporting. They will formulate corrective action plans in response to identified regulatory problems and ensure the implementation of such. The RN Supervisor 1 will participate in the management and administration of nursing services. Assists in planning and program development activities and meets with managers to review, update, and ensure the effectiveness of nursing policies, protocols, and procedures. They may assist in the management and oversight of a nursing department; prepare budgets and monitor expenditures; participate on committees and workgroups; and perform the duties of a Registered Nurse 1 and cover staff assignments, if necessary.

Minimum Qualifications

Reassignment: NYS Department of Health Veterans Home at St. Albans employee with permanent or contingent permanent status as a Registered Nurse Supervisor I.

Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service that is eligible for transfer under Section 70.1 of the Civil Service Law to Registered Nurse Supervisor

Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as either

  • A Registered Nurse 2 (and all parenthetic) or Registered Nurse 3 (and all parenthetic); and must have possession of a license and current registration as a registered professional nurse in New York State

Or

2.Two years of service in any Grade 18 or higher position that requires a license and current registration as a registered professional nurse in New York State.

If less than three interested and qualified New York State Department of Health employees serving in the direct-line, lower-level title(s) within the agency apply to this opportunity, the agency may make a non-competitive appointment under the NY HELPS program.

Open Competitive HELPS qualifications: Possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure clinical nursing experience.

Substitution: A master’s degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a doctorate in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: The preferred candidate will have experience working in Long Term Care.
