Job summary

The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting, and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high-quality drinking water per day to 8.5 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day. The Bureau of Water and Sewer Operations is responsible for the operation, maintenance and protection of the City's drinking water and wastewater collection (sewer) systems, the protection of adjacent waterways, and the development and protection of the Department's Capital Water and Sewer Design Program.

The Department is seeking motivational engineers to address the significant increase in Affordable Housing and Accessory Dwelling Unit (ADU) applications driven by the City of Yes zoning reforms and to comply with Mayoral Executive Order No. 5, SPEED initiative (Executive Order 05

  • NYC Mayor's Office) which directs agencies to streamline processes that accelerate housing production. These regulatory and policy changes are expected to substantially increase the volume of Water & Sewer Connection, Backflow Preventer Installation, Plan and Permit reviews, Inspections, and Approvals. Mayor Mamdani set a goal of constructing "200,000 new affordable units in the next decade.

The Bureau of Water & Sewer Operations (BWSO) seeks to hire an Assistant Civil Engineer for the Cross Connection Unit within the Division of Engineering, Connections and Permitting.

The typical tasks and responsibilities of this unit are to perform reviews of engineering plans for Cross-Connection or Backflow Prevention Assembly installation on water service lines. Under supervision, the selected candidate will perform engineering work of moderate difficulty and responsibility including but not be limited to the following:

  • Reviews Applications/Plans/Exemptions for Cross-Connection/Backflow Prevention (BFP) Assembly installation on water service lines submitted by Professional Engineers or Registered Architects.
  • Evaluates BFP applications, engineering plans, and exemption requests to ensure proposed installations meet DEP standards and the Cross-Connection Control Plan Review Unit's requirements. Finalizes reviews within the established departmental timeframe.
  • Reviews & Checks Initial/Annual Test reports within a duly specified time frame for compliance with approved Cross-Connection plans and ensures ongoing containment integrity by maintaining detailed & accurate records of test reports in the Cross Connection Control database.
  • Participates in meetings with the Applicant/Design Engineer regarding Cross-Connection Application/Plan requirements on water service lines. Coordinate professionally with applicants as well as with the team to support the unit’s function.
  • Conducts specialized engineering investigations and studies regarding the Cross-Connection Control Program. Prepares formal reports and coordinates technical findings with supervisors and other Cross-Connection staff.
  • Maintains communication with supervisors and report on project status and tasks assigned, unanticipated conditions and possible problems and solutions.

Minimum Qualifications

  • A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or
  • A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.

Preferred Skills

  • Aptitude in reviewing and interpreting engineering drawings, plans, reports, and specifications.
  • Excellent verbal & written communication skills, as well as professional writing skills.
  • Experience with using Microsoft Office suite, GIS applications, Adobe Acrobat is preferred.
