Job description

*** IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING IN THE TITLE OF AREA SUPERVISOR LEVEL I OR LEVEL II *** Under general supervision, with latitude for independent judgment and initiative, directs the maintenance, repair, and operational readiness of assigned arterial roadways, highways, medians, shoulders, guardrails, fencing, landscaped roadway areas, and related infrastructure within a designated borough. Plans, coordinates, and supervises daily highway maintenance operations, including guiderail and fencing installation and repair, debris removal, snow and ice removal, and the installation and maintenance of traffic and landscaped medians. Oversees roadway landscape maintenance activities, including grass mowing, trimming, litter removal, and general roadway cleanup within the arterial right-of-way. Plans, schedules, and monitors work performed under the State Arterial Maintenance Program (SAMP), ensuring maintenance activities are completed within established timeframes to meet program requirements and revenue targets. Ensures the timely response to roadway defects, emergency conditions, public complaints, and high-priority repair requests.

Supervises Area Supervisors 1, Supervisor Highway Repairers, Highway Repairers, and office personnel. Oversees snow removal operations and emergency response activities as required. Investigates roadway defects, storm damage, flood conditions, and high-profile repair locations, taking appropriate action to ensure public safety and operational continuity.

Responsible for maintaining accurate manual and electronic records. Provides training as needed; reviews and approves time sheets and leave requests; conducts and attends meetings; prepares and reviews productivity and operational reports; and ensures compliance with agency policies, safety procedures, and established maintenance standards. Coordinates with other DOT units, other City agencies, contractors, and community stakeholders to support borough arterial maintenance operations.

Minimum Qualifications

Four years of full-time satisfactory experience as a working member of a roadway or bridge/tunnel maintenance and repair crew using asphalt and concrete mixes; and/or performing such tasks as debris/bulk removal; mechanical sweeping, drain/scupper cleaning on bridges/tunnels or related structures, at least two years of which must have been in a supervisory capacity.

Possession of a Class B Commercial Driver License valid in the State of New York with no restrictions on the use of air brakes. This license must be maintained for the duration of employment.

Four years of full-time satisfactory experience as a working member of a roadway or bridge/tunnel maintenance and repair crew using asphalt and concrete mixes; and/or performing such tasks as debris/bulk removal; mechanical sweeping, drain/scupper cleaning on bridges/tunnels or related structures, at least two years of which must have been in a supervisory capacity.

Possession of a Class B Commercial Driver License valid in the State of New York with no restrictions on the use of air brakes. This license must be maintained for the duration of employment.

To be assigned to Assignment Level II, the candidate must have at least one year of experience working in Assignment Level I or an additional year of experience as described above under "Qualification Requirements", at least three years of which must have been in a supervisory capacity.

Preferred Skills

  • Knowledge of arterial roadway, highway, shoulder, median, guardrail, and fencing maintenance.
  • Knowledge of roadway landscape maintenance, including grass cutting, vegetation control, and litter removal.
  • Knowledge of snow and ice operations, emergency response, and storm damage recovery.
  • Ability to plan, schedule, and supervise daily arterial maintenance activities.
  • Experience administering and monitoring State Arterial Maintenance Program (SAMP) contracts.
  • Strong leadership, organizational, and problem-solving skills.
  • Ability to manage personnel, equipment, contractors, and maintenance resources effectively.
  • Proficiency in preparing reports, maintaining records, and monitoring productivity.
  • Strong communication and coordination skills with City agencies, contractors, utilities, and community stakeholders.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
