Job description

*** IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING IN THE TITLE OF AREA SUPERVISOR LEVEL I OR LEVEL II, AND POSSESS A CLASS A DRIVER'S LICENSE VALID IN THE STATE OF NEW YORK WITH NO RESTRICTIONS, THIS LICENSE MUST BE MAINTAINED THROUGHOUT DURATION OF APPOINTMENT IN THIS POSITION.*** Under general supervision, with latitude for the exercise of independent judgment and initiative, supervises and coordinates maintenance and repair operations within a designated geographic area involving streets, highways, bridges, tunnels, and related transportation infrastructure, or is responsible for a significant component of a borough-wide or citywide roadway maintenance program.

Plans, assigns, directs, and evaluates the work of asphalt truck drivers engaged in the transportation and delivery of asphalt and related roadway materials. Ensures the safe, efficient, and timely movement of materials to work locations in accordance with established schedules, operational priorities, and Department standards. Monitors employee performance and ensures compliance with applicable federal, state, and local laws, Department rules, safety regulations, and standard operating procedures.

Coordinates daily operations with roadway maintenance supervisors, paving crews, dispatch personnel, asphalt plant operations, and other units to support planned and emergency maintenance activities. Ensures assigned vehicles, equipment, and materials are properly inspected, maintained, and available for operational readiness.

Directs the preparation, inspection, staging, and deployment of vehicles and equipment for snow and ice control operations, severe weather events, and other emergency response activities. Participates in snow removal and emergency operations as required and may supervise personnel engaged in these activities.

Provides instruction and on-the-job training to assigned employees regarding Department policies, equipment operation, safe work practices, and applicable regulations. Ensures the proper installation, maintenance, and removal of traffic control devices, work zone protection systems, and other safety equipment in accordance with Department procedures and regulatory requirements.

Maintains and reviews manual and electronic records, including daily operational reports, vehicle utilization records, personnel assignments, equipment inspections, and other documentation required by the Department. Prepares reports and provides operational information to supervisory personnel as required Ensures compliance with all applicable occupational safety standards and Department safety policies. Investigates operational issues, recommends corrective actions, and promotes safe and efficient work practices throughout assigned operations.

Minimum Qualifications

Four years of full-time satisfactory experience as a working member of a roadway or bridge/tunnel maintenance and repair crew using asphalt and concrete mixes; and/or performing such tasks as debris/bulk removal; mechanical sweeping, drain/scupper cleaning on bridges/tunnels or related structures, at least two years of which must have been in a supervisory capacity.

Possession of a Class B Commercial Driver License valid in the State of New York with no restrictions on the use of air brakes. This license must be maintained for the duration of employment.

Four years of full-time satisfactory experience as a working member of a roadway or bridge/tunnel maintenance and repair crew using asphalt and concrete mixes; and/or performing such tasks as debris/bulk removal; mechanical sweeping, drain/scupper cleaning on bridges/tunnels or related structures, at least two years of which must have been in a supervisory capacity.

Possession of a Class B Commercial Driver License valid in the State of New York with no restrictions on the use of air brakes. This license must be maintained for the duration of employment.

To be assigned to Assignment Level II, the candidate must have at least one year of experience working in Assignment Level I or an additional year of experience as described above under "Qualification Requirements", at least three years of which must have been in a supervisory capacity.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
