Job description

Under the direction of Associate Accountant, within the Office of Financial Services/ Accounting/Financial Reporting Unit, the Senior Accountant will be responsible for the day-to-day activities involved in the maintenance of accounting records and preparation of financial reports. Specific duties include, but are not limited to:

  • Provide critical analysis of Special Fund revenues, expenditures and budgetary needs.
  • Retrieve and analyze data from Statewide Financial System (SFS) and other systems; thoroughly document identified accounting issues, assist in making any necessary corrections.
  • Perform general ledger accounting entries, review general ledger transactions for accuracy and appropriateness.
  • Complete Special Revenue Fund account reconciliations.
  • Prepare and present Financial Statements for WCB Special Revenue Funds.
  • Oversee file submissions by Third-Party Administrator (TPA) to ensure all files are received timely and adhere to WCB directives.
  • Perform complete and thorough review of TPA reconciliation files submitted monthly.
  • Accurately identify and address reconciliation issues observed with TPAs. Work with TPAs to obtain necessary supporting documentation to resolve observed discrepancies.
  • Complete WCB daily bank and investment reconciliation on rotational basis.
  • Serve as banking liaison to resolve banking inquiries and/or issues.
  • Prepare Ad Hoc reports as requested by supervisor/management.
  • Manage shared email box(s), ensure all inquiries are answered timely and accurately.
  • Participate in a group setting, ability to establish and maintain effective working relationships.
  • Assist in special projects as requested by supervisor/management.
  • Manage multiple tasks and ability to prioritize work assignments.
  • Strong communication, organizational and analytical skills.
  • Correspond in a professional manner with co-workers, management and external customers.
  • Working knowledge of Statewide Financial System or the equivalent Oracle People Soft applications, and Microsoft Office Suite (Access, Excel, and Word).

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making permanent non-competitive appointments and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications

This position may be filled at the Senior Accountant level or within the Accountant Traineeship appointment levels. Appointment title will be dependent upon qualifications of candidate selected. Candidate must have a bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Accountant Trainee 1 (Hiring Rate $56,183) -A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses

Accountant Trainee 2 (Hiring Rate $62,694)

  • A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

*A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.

Senior Accountant (Hiring Rate $69,964)

  • Either
  • A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
  • A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
  • A currently valid Certified Public Accountant license and registration issued by New York State.

55 B/C QUALIFICATIONS:

Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.

Competitive Minimum Qualifications:

Civil Service List Appointment:

Candidates must be reachable on the appropriate Civil Service eligible list.

Transfer Qualifications:

Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 or 70.4 of the Civil Service Law.

To be eligible for a 70.4 transfer, a candidate must have one year or permanent, competitive service in a position allocated to a grade 12 or higher, a bachelor’s degree or higher in accounting, auditing or taxation OR 24 credit hours in accounting, auditing or taxation and have standing on the most recent PCO exam. Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position.
