This posting is for a Senior Attorney position in the NYSDEC Region 2 office. The attorney will be tasked with a myriad of legal responsibilities encompassing a variety of DEC programmatic areas. Among other duties, the attorney will be responsible for representing DEC in permit and enforcement hearings and settlement conferences; working closely with the Office of the Attorney General on matters being litigated through the courts; and preparing legal documents, including consent orders, litigation papers, and memoranda of law. Strong negotiation and communication skills, as well as polished advocacy, research, and writing skills are required. The attorney is expected to acquire a foundation in applicable laws, rules and regulations, case law, rulings, and Department policy.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Position may be filled at the Senior Attorney level or one within the Legal Traineeship appointment levels. Appointment title will be dependent upon qualifications of candidate selected.
