Job description

The incumbent of this position will report to the Finance Unit within the Office of Disaster Recovery.

Duties include but are not limited to the following:

  • Prepare, monitor, and adjust various program spending plans based on budgeted and actual expenditure data.
  • Develop DHSES FEMA Public Assistance Projects securing millions of dollars in federal revenue.
  • Evaluate and quantify necessary resources required for new initiatives and services.
  • Review and analyze current budgeting problem areas, status of current projects, and deadlines and agency guidelines to determine project priorities.
  • Allocate, monitor, and report on assigned program area disbursements and revenue.
  • Correspond with DHSES staff, the Division of the Budget, the Office of the State Comptroller, and other State agencies to ensure inquiries are handled and reporting requirements are met.
  • Review and approve coding for purchase requests through the agency’s Purchase Request system.
  • Coordinate with the Business Services Center within the Office of General Services on budget coding errors and corrections to ensure the continuation of the daily operations of the agency.
  • Generate and track agency purchase requests in the Agency Spending Controls Application (ASCA).
  • Gather additional background information through a review of related reports, past experiences, and through interviews with program staff. Incumbent may confer with or report to supervisor on relevant criteria.
  • Investigate, identify, and evaluate new ideas, techniques, practices,and systems which may be of value in performing budgeting analyses.
  • Recommend interchange of funds between program areas as authorized, to support the agency’s spending needs.
  • Prepare and submit budget journals in the Statewide Financial System(SFS).
  • Analyze data pertaining to various program objectives to develop appropriate findings.
  • Identify and analyze potential solutions and develop recommendations based on findings.
  • Present budget information and analyses to program staff or supervisory staff either in writing or orally.
  • Potential to supervise staff and perform the full range of supervisory duties.
  • Perform other duties and special projects as required.
  • Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the position.

*Work schedule may vary based on operational need.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c,candidates must meet the open-competitive minimum qualifications for this position.

This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.

**Senior Budgeting Analyst level requirements:

  • Budgeting Analyst Trainee 1 (equated to SG-14): Four years of experience in budget estimation, justification, and expenditure control functions.
  • Budgeting Analyst Trainee 2 (equated to SG-16): Five years of experience in budget estimation, justification, and expenditure control functions.
  • Senior Budgeting Analyst, SG-18: Six years of experience in budget estimation, justification, and expenditure control functions.

Substitutions: An associate degree may substitute for two years of specialized experience; a bachelor's degree may substitute for four years of specialized experience; a master's degree may substitute five years of specialized experience; and a J.D. may substitute for six years of specialized experience.

Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a Senior Budgeting Analyst, SG-18.

Reassignment/Transfer

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Senior Budgeting Analyst and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position for transfer under section 70.1 or 52.6 as appropriate of the Civil Service Law.

NOTE: Employees on the Civil Service eligible list will be considered. If you are on the eligible list and not reachable, you may be eligible for another appointment method.
