About the Agency: The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.

As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.

Your Team The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities. The Office of Asset and Property Management is composed of three divisions: Asset Management, Property Management, and Housing Supervision. The Division of Property Management provides technical resources to all areas of APM, assisting in the supervision of repairs and maintenance of Family Centers, monitoring construction and repair work, preparing repair scopes, removing violations, and providing other technical assistance. Your Impact As the Senior Inspector Supervisor of Mechanical Installation, you will work closely with the Deputy Director to support the safe, reliable, and efficient operation of mechanical systems across HPD-managed properties and facilities. Your Role Your role as the Senior Inspector Supervisor of Mechanical Installation will be to oversee, coordinate, and ensure the efficient operation of all mechanical installation, repair, and preventive maintenance activities across HPD-managed properties and facilities. The position provides technical leadership to field staff, ensures compliance with NYC building codes and safety regulations, and maintains the effective performance of mechanical systems to support safe and sustainable building operations. Key Responsibilities:

  • Supervise, assign, and evaluate mechanical trades personnel, including HVAC, plumbing, boiler, and elevator teams.
  • Develop, review, and approve scopes of work for mechanical installation, repair, and modernization projects.
  • Oversee and conduct preventive maintenance programs, inspections, and repairs to ensure compliance with NYC codes and operational standards.
  • Troubleshoot and diagnose mechanical equipment failures, including boilers, elevators, and related systems; determine repair needs; and ensure timely and effective resolution.
  • Perform and oversee HPS annual boiler inspections and Local Law 152 gas-line inspections.
  • Monitor work progress to ensure safety, quality, budget compliance, and timely completion of assigned projects.
  • Coordinate with internal divisions, contractors, and vendors to ensure reliable mechanical system performance and service delivery.
  • Prepare and maintain detailed maintenance reports, inspection records, and recommendations for system improvements or replacement.

Preferred Skills

  • Bachelor’s degree in Mechanical Engineering, Facilities Management, or a related field; equivalent relevant experience may be substituted.
  • At least five years of supervisory experience in mechanical installations and maintenance, including HVAC, plumbing, boiler, and elevator systems.
  • Comprehensive knowledge of NYC building codes, safety regulations, and mechanical system standards.
  • Proven leadership, communication, and organizational abilities.
  • Ability to read, interpret, and apply mechanical drawings, blueprints, schematics, and technical specifications.

Minimum Qualifications

  • Five years of full-time paid experience in the inspection of buildings for compliance with the New York City Multiple Dwelling Law, Housing Maintenance Code, Building Code, Zoning Regulations and other pertinent laws, rules and regulations; or
  • An associate degree from an accredited college in civil or mechanical engineering technology, architectural technology, or a related field and three years of full-time paid experience in building design or the engineering and/or architectural aspects related to building design and/or construction; or
  • Education and/or experience which is equivalent to "1" or "2".

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
