Job description

Under the general direction of leadership assigned to Planning, Research and Development, the Special Assistant will contribute to organizational effectiveness, efficiency, and data-driven public safety. The incumbent will use artificial intelligence tools and established research methods to gather, validate, analyze, and interpret existing organizational data, records, and information related to key operational areas to generate actionable insights that inform strategic planning, facilitate innovation, improve performance, and advance continuous improvement. The Special Assistant will also lead efforts to implement and integrate AI tools for research and other relevant purposes across the organization, holding responsibility for establishing standards related to adoption, governance, and training. Specific responsibilities and priorities may shift over time given the rapidly evolving nature of artificial intelligence technology and its applications in government contexts.

Duties

Applied research and analytics

Assess data and information needs within Division and identify opportunities to improve or expand data collection in support of research, analysis, and evaluation. Develop and recommend appropriate measures, definitions, coding schemes, and related standards to promote valid and reliable collection and use of organizational data.

Compile, validate, clean, and analyze existing administrative data using appropriate basic and advanced analytic methods to develop analytic products that inform data driven policing efforts, maximize operational impact, and optimize the allocation and deployment of Division resources.

Monitor trends in crime, calls for service, and other key public safety indicators to identify notable short and long-term changes and possible contributing factors.

Analyze data on traffic stops, collisions, and other roadway safety and enforcement metrics to identify pertinent trends and recommend strategies to reduce accidents, improve driving practices, and support safer contacts with the public.

Leverage relevant information and records to identify opportunities to update and improve the New York State Police Basic School and in-service training curriculum and evaluate whether training revisions correspond with measurable change in the underlying indicators.

Evaluate software and technology solutions by comparing cost with demonstrated operational benefit, security, records compliance, and available alternatives.

Support research and evaluation studies by developing research questions, selecting appropriate methodologies, establishing sampling and data collection strategies, and creating data collection tools to produce valid and reliable information for analysis.

AI Implementation, Integration, and Governance

Track ongoing and emerging trends in AI tools, technology, resources, and capabilities and evaluate potential impacts and solutions applicable to Division.

Initiate and manage pilot programs, tests, and other assessments to determine whether AI tools, technologies, and resources have operational utility, are effective, increase efficiency, and comply with legal requirements.

Conduct risk assessments for proposed AI implementations.

Engage and collaborate with Division stakeholders to pinpoint relevant use cases for AI adoption, troubleshoot implementation challenges, and provide hands-on support.

Create and maintain an inventory of AI solutions that documents tools implemented within Division and their use cases.

Develop metrics and reporting frameworks to measure AI adoption, usage, cost-effectiveness, and impact.

Support the development of AI governance documentation, including standard operating procedures, requirements for adoption of AI, and compliance checklists.

Regularly assess performance and user satisfaction with AI implementations and make recommendations to improve or discontinue deployments.

AI Literacy and Training

Design and deliver training programs to increase AI literacy and application within Division.

Serve as a resource for Division stakeholders to help staff effectively leverage AI tools.

Create resource libraries of prompting guides, best practices, and FAQs tailored to Division use cases.

Prepare reports, briefings, and recommendations for Planning, Research and Development leadership and executive staff.

Perform other duties as assigned by Planning, Research and Development leadership.

Performance of these duties may require frequent, unscheduled overtime, including evenings and weekends. Travel to conferences and trainings nationwide may be required. Candidate must be eligible for a national security clearance at the secret level or above.

Minimum Qualifications

7 years of professional experience (office or academic) performing functions in which you clearly demonstrated a working knowledge of computer science, statistics, data science, data analytics, social science, public policy, artificial intelligence or closely related field.

Note: A bachelor’s degree may be substituted for 4 years of the above experience, a Master’s degree for an additional 1 to 2 years depending on field of study. Candidates who possess a PhD or equivalent doctoral degree may qualify solely based on their field of study.
