The Office of Technology and Innovation houses the Office of Information Privacy (OIP), which works to protect New Yorkers’ identifying information. OIP is headed by the City’s Chief Privacy Officer, who leads and implements the City’s privacy strategy and policy, advises agencies on federal, state, and local privacy law, and counsels on citywide data-sharing practices.

Within the Office of Information Privacy, responsibilities will include:

  • Track and analyze federal, state, and local privacy legislation, emerging news, and industry best practices; draft comprehensive policy briefs and impact assessments to assist the Executive Director in advising on strategic priorities and legislative matters;
  • Research and draft public testimony, regulatory comments, and formal legal submissions to support the Executive Director’s representation of the Chief Privacy Officer (CPO);
  • Prepare briefing materials, talking points, and position papers for the Executive Director and CPO ahead of engagements with national, international, and intergovernmental privacy coalitions;
  • Assist in drafting, negotiating, and reviewing complex privacy-related contract terms, memoranda of understanding, and data-sharing agreements;
  • Act as a lead supporting attorney on priority OIP projects, conducting legal reviews and managing project deliverables to help advance the Office’s strategic affairs portfolio;
  • Support the design, drafting, and delivery of citywide privacy training initiatives and professional development materials;
  • Execute other projects and initiatives as required.

  • Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills

The successful candidate should possess the following:

  • 5 years of relevant legal experience;
  • Experience supporting and implementing an enterprise privacy program;
  • Deep knowledge of privacy, data protection, and cybersecurity laws affecting City agencies;
  • Excellent organization, communication (oral and written) skills, including the ability to present to business, legal, and technology partners.
  • Superb interpersonal skills, including building cross-functional partnerships and ability to influence and drive change through collaboration;
  • Industry-recognized certifications within the domains of privacy and cybersecurity (e.g., CIPP, CIPM, CIPT, etc.)
