ABOUT OATH: The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding more than 250,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.

Job Description:

OATH Clerk’s Office is seeking to hire an attorney to function under the general supervision of the Agency Attorney II and the Chief Clerk with latitude for independent judgment and decision-making to work on the many personnel issues that arise in the Clerk’s Office, including functioning at times as the liaison with Human Resources and the General Counsel’s Office.

Responsibilities will include, but are not limited to:

  • Respond to public inquiries submitted through the mail and emails.
  • Assist in the preparation of personnel paperwork for hiring Clerk’s Office staff.
  • Track documentation submitted for the evaluation of Clerk’s Office staff.
  • Assist with collection work.
  • Help with disciplinary matters within the Clerk’s Office and their referral to Human Resources or General Counsel for further action.
  • The Agency Attorney may have responsibility for working with General Counsel’s Office to develop protocols for the work of the agency under the various Mayoral Directives impacting on the creation, storage, retention and disposal of records, as well as their conversion to electronic format.
  • Handle special assignments and projects including but not limited to oral and/or written presentations.

Please note: Incumbents must remain members of the New York State Bar in good standing for the duration of this employment.

Minimum Qualifications

  • Admission to the New York State Bar; and either "2" or "3" below.
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In addition to meeting the minimum Qualification Requirements: To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred Skills

  • Proficiency in Microsoft Word, Excel, Outlook, Access and PowerPoint.
  • Excellent oral and written communication skills.
  • History of volunteerism, such as service in the AmericCorps or Peace Corps, is viewed favorably.

Residency Requirement

New York City Residency is not required for this position.
