Job description

APPLICANTS MUST BE PERMANENT IN THE CUSTODIAN CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.

General Support Services (GSS) Office of Facilities and Operations is recruiting for one (1) Custodian IV to function as a Supervising Building Custodian, who will:

  • Direct and coordinate all areas building cleaning and maintenance operations at City-leased and City-owned buildings utilized by HRA program and support components.
  • Supervise and provide direction to custodial staff, including Senior Building Custodians, Building Custodians, Assistant Building Custodians, Junior Building Custodians, Custodial Assistants, and contracted custodial staff assigned to facilities within the custodial area.
  • Perform custodial, cleaning, sanitation, and related building maintenance duties as needed, to support daily operations, maintain service levels, and address staffing shortages, emergencies, or other operational needs.
  • Develop and implement control and scheduling of all phases of cleaning and maintenance to ensure efficient building operation.
  • Conduct regular inspections and site visits to assess building conditions, including cleanliness, sanitation, maintenance, safety, and overall appearance.
  • Identify deficiencies and establish appropriate corrective measures to ensure that cleaning and maintenance standards are consistently met.
  • Monitor the performance and productivity of custodial staff and contracted personnel, providing direction, guidance, and follow-up as necessary to address deficiencies and improve service delivery.
  • Coordinate custodial coverage by adjusting staffing assignments and work schedules as necessary to maintain uninterrupted building operations.
  • Maintain appropriate inventories of custodial and maintenance supplies, materials, and equipment, and ensure their proper storage, control, and distribution.
  • Monitor the condition and availability of custodial equipment and ensure that equipment is properly maintained and utilized.
  • Prepare, review, and submit reports concerning building conditions, custodial operations, staffing levels, supplies, equipment, deficiencies, and corrective actions.
  • Respond to building-related concerns and take appropriate action to address cleaning, maintenance, sanitation, and operational deficiencies.
  • Ensure that custodial staff understand and follow established agency policies, procedures, safety requirements, and applicable building maintenance standards.
  • Arrange and coordinate appropriate training and development of custodial staff to ensure employees possess the knowledge and skills necessary to perform their duties effectively and safely.
  • Provide guidance and technical assistance to subordinate custodial staff regarding cleaning methods, maintenance procedures, use of equipment, and proper handling of custodial supplies.
  • Maintain communication with supervisory and management staff regarding significant building conditions, staffing concerns, operational issues, and corrective actions.
  • Perform other related duties as assigned to support the effective operation and maintenance of HRA facilities.

Rotating Shifts: 9am - 5pm

Minimum Qualifications

Two years of full-time satisfactory experience in the cleaning and maintenance of buildings.

To be assigned to Assignment Level II, candidates must have three years of satisfactory experience as described in the "Qualification Requirements" above.

To be assigned to Assignment Level III and IV candidates must have four years of satisfactory experience as described in the "Qualification Requirements" above.

Preferred Skills

  • Knowledge of MS Office apps (Word, Excel, Outlook, etc.).
  • Strong leadership, conflict resolution, and interpersonal skills.
  • Excellent time management skills and problem-solving abilities.
  • Experience with inventory control.
  • Excellent verbal and written communication skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
