Job description

The NYC Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) seeks to hire a Supervisor for the Payroll Funding, Certification and ACH Unit (PFCAU) within the Payroll Banking and Accounting (PBA) group. Under the direction of the Assistant Director, the Supervisor will:

  • Supervise the Unit’s daily assignment workflows.
  • Review payroll funding requests prepared by the unit and approve Payment Requests documents.
  • Confirm net pay and escrow deductions Automated Clearing House (ACH) credit files for the active and retiree payrolls; authorize release of these files.
  • Approve Unit's daily bank deposits into multiple City bank accounts.
  • Review Electronic Funds Transfer (EFT) amounts for all payroll cycles; approve schedules of various payroll funding.
  • Authorize and certify City agencies’ payrolls by validating/reconciling their Summary of Payroll against the accounting/payroll reports; complete and sign appropriate paperwork; release payrolls to City Agencies.
  • Review and approve the reimbursement to employees for their EFT credit returns.
  • Analyze and write PFCAU processes and procedures.
  • Respond to customer service inquiries.
  • Perform analytical/accounting tasks as assigned by the Payroll Banking and Accounting management.

Preferred Skills:

  • Minimum 3-5 years supervisory experience of clerical and professional staff.
  • Excellent communication skills (oral and written), interpersonal, and organizational skills are required.
  • Excellent work ethic and attention to detail.
  • Ability to analyze data, prepare statistical and narrative reports.
  • Ability to work efficiently in a fast-paced environment.
  • Excellent skills with Microsoft O365 products.
  • Experience with the Payroll Management System (PMS), Payroll Information Administration (Pi), City Human Resource Management System (CHRMS), Reports Management Distribution System (RMDS), BMC Remedy and Financial Management System (FMS).

Minimum Qualifications

  • A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or
  • A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
