Job description

The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Manager Information Technology Services 1 within the New York State Public Safety Portfolio (PSP), the Technology Analyst 1 (Rapid Application Development) will serve the NYS Waterfront Commission.

Specific duties include, but are not limited to:

  • Develop full-stack applications using Microsoft's .NET framework and related technologies, including C#, ASP.NET, and Entity Framework.
  • Create and maintain scripts in Microsoft SQL Server.
  • Follow the Software Development Life Cycle (SDLC), including requirements gathering, deployment, and post-implementation support.
  • Write clean, reusable, and well-documented code in accordance with design specifications.
  • Test applications for performance, reliability, and correctness, working closely with the application users.
  • Perform unit testing to validate the functionality and usability of the developed code.
  • Use SQL Server for data analysis and troubleshooting.
  • Work directly with users to provide comprehensive technical support for new and legacy applications.

Minimum Qualifications

Five (5) years of *information technology experience, one (1) year of which must be within the appropriate specialty

***Substitutions: Associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology experience.

Bachelor’s degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years substitutes for three (3) years of general information technology experience. Any bachelor’s degree substitutes for two years of general information technology experience. Master’s degree or higher in computer science or related field substitutes for one year of general information technology experience.

**Specialty includes experience within one or more of the following information technology disciplines: artificial intelligence, cloud solutions, human centered design, product management, quality assurance, rapid application development, robotic product management, geospatial information services.

Preferred Qualifications:

  • 5-8 years of experience in application development using .NET, frameworks, and technologies, including five (5) years in C#.NET and technologies, and five (5) years in MS SQL Server.
  • Experience transforming or building applications in the NYS agencies, NYC government, or Federal government technology projects.
