Job description

The NYCHA IT Enterprise Solutions Management (ESM) Department seeks a UKG Techno-Functional Lead reporting to the Senior Manager in ESM. This role is the subject matter expert for NYCHA’s UKG time and attendance platform, with hands-on expertise in both UKG Workforce Central (WFC) and UKG Pro Workforce Management (Pro WFM), and owns functional configuration, integrations, upgrades and migrations, and incident resolution.

The Lead works directly with HR, Payroll, and business users to gather requirements and translate them into scalable UKG configuration, and works with cross-functional IT teams, UKG, and support vendors to design, build, test, and support the platform.

Responsibilities will include, but are not limited to the following:

  • Serve as the functional and technical SME for UKG Workforce Central and UKG Pro Workforce Management, including Timekeeping, Accruals, Attendance, Scheduling, Leave, Attestation, and Device Manager/clocks.
  • Gather requirements from HR, Payroll, and business stakeholders and translate them into pay rules, work rules, accrual policies, schedules, and workflows that meet NYCHA policy, union contracts, and civil service rules.
  • Configure, enhance, and support the platform, and own the solution design for enhancements and change requests from requirements through deployment.
  • Serve as technical lead for UKG upgrades and migrations, including current-state assessment, configuration and pay rule mapping, data migration validation, integration redesign, test planning, and cutover.
  • Design, build, and support integrations between UKG and HR, payroll, and downstream systems using UKG integration tooling (WIM, Integration Hub/Boomi, APIs).
  • Plan and run system, integration, and user acceptance testing with HR and Payroll, and validate pay outcomes before changes reach production.
  • Lead troubleshooting, root cause analysis, and defect remediation for UKG incidents, and prioritize them with the business based on impact and SLAs.
  • Act as the escalation point for support vendors and UKG Support on complex functional and technical issues, and review and approve vendor-delivered changes before they move to production.
  • Build and maintain reports, Dataviews, and analytics for HR, Payroll, and department timekeepers.
  • Provide functional guidance and training to timekeepers, supervisors, and HR/Payroll users, and maintain end-user documentation and knowledge articles.
  • Ensure adherence to IT Change Management processes for all configuration, development, and deployment activities, whether performed by NYCHA staff or vendors.
  • Maintain platform security and access controls, including SSO, role-based access, and audit requirements for timekeeping and payroll.
  • Identify automation and process improvement opportunities to reduce manual effort for HR, Payroll, and timekeepers.
  • Think tactically and strategically about how best to manage and support the platform.
