Serves as IHSC Program Manager/Contracting Officer's Representative, overseeing healthcare and medical staffing contracts. Monitors contractor performance, manages budgets, invoices, deliverables, risks, and stakeholder coordination; supports acquisition activities and process improvement. Supports strategic planning, policy formulation, and process improvement efforts aimed at enhancing IHSC's healthcare infrastructure and service delivery. Serve as the fiscal authority for assigned contracts, exercising responsibility for budget planning, budget execution, fiscal timelines, financial communications, annual and multi-year reporting, and maintenance of complete and accurate financial records. Review, and approve the invoices, reports, and other deliverables, for accuracy and completeness, ensuring compliance with the contract terms and conditions, federal regulations, ICE Financial Operations guidelines, and best practices. Identify and mitigate any potential risks, issues, or challenges that may affect contract execution/administration and outcome. Plan, lead, and facilitate coordination meetings, contractor engagements, site visits, program reviews, and performance discussions to strengthen collaboration, clarify expectations, resolve issues, and ensure alignment with contract goals and mission requirements. Develop and support critical acquisition documents, including Statements of Work, Performance Work Statements, Statements of Objectives, Quality Assurance Surveillance Plans, contract metrics, Independent Government Cost Estimates, and market research documentation. Assist in the planning, coordination, and administration of Source Selection Boards (SSB), Technical Evaluation Team (TET) and Contract Review Board (CRB). Minimum of three to five years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, and evaluation of programs. Proven experience in managing federal contracts, particularly in the healthcare or medical staffing domain. Familiarity with Indefinite delivery, indefinite quantity (IDIQ)/Task Order (TO) contracts and its administration within government settings. Strong knowledge of federal acquisition regulations (FAR), contract compliance, and procurement processes. Exceptional project management skills, including planning, organization, and resource allocation. Excellent communication, negotiation, and interpersonal abilities to effectively collaborate with diverse stakeholders. Ability to analyze data, assess performance metrics, and drive continuous improvement initiatives. Contracting Officer Representative Certification (COR) Level I required as well as Program Management/Project Management Certification Level I preferred, with goal of obtaining COR Level II within 12 months of hire through Cornerstone OnDemand (CSOD) system Obtain Contracting Officer Representative Certification Level III within 12 months of hire through Cornerstone OnDemand (CSOD) system and maintained throughout.
